SFV Frames to Milliseconds vs. Reaction Time

Via: https://www.reddit.com/r/StreetFighter/comments/aars1j/how_much_milliseconds_does_the_3f_link_translates/

How much milliseconds does the 3F link translates to in SFV?
3/60 = 50 milliseconds. There's a 1000 milliseconds in a second

So 12 frames is 200 ms. If you RECOGNIZE and EXPECT something perfectly, you can hit a button exactly around that time. The recognition is the hard part in a messy modern fighter. 250 ms = 15 frames, which I think is the absolute fastest dash right?

So that means, those quick 16 frame dashes (most fast dashes) can be reacted to by a simple button, if you recognize it. At least, on the:
https://humanbenchmark.com/tests/reactiontime I can get 200ms pretty consistently, and once in a while less than that (and strangely for the longer delay I have a worse reaction time it seems ... get bored or something... got like 240ish once at worst).

BTW, these HiFight things are awesome, with the SFV round breakdown with frame data and what they players are thinking or reading or trying:
