SFV Combined Tier List and Alex info, +10 (on Block????) meaty lariat?!

https://www.reddit.com/r/StreetFighter/comments/hu5kdw/aggregate_data_tier_list_combined_from_14_high/

Alex info:
Lariat is better than most normals/command normals in the game. It's 11 frame start up, so not amazing for a heavy and it'll whiff on crouchers if they're far away and that's about it for it's downsides, for its positive it's plus 3 on block, plus 8 on hit, has little push back, is cancelable, hit box is high enough to anti air, forces stand on hit, and can crush counter, give Bison this move and he'd be unbelievably scary. Alex is just kinda weak all around though, so him having lariat basically moves him up a tier

Don't forget that it's +10 [onHit surely right? No he says in a BLOCK STRING and st.HP is 9 frame startup] on a last frame meaty allowing you to use st.hp in a block string and for an easy confirm into hp.Chop xx Backdrop.

He doesn't get much Oki from command throws and has the most negative disadvantage after a command throw dash compared to other grapplers like Mika, Gief, Laura, Necalli...

V Skill 2 could've been better had they removed the debuff after getting hit.
VTs are ok but nothing special.. Still requires hard reads to be effective. Compare that to the top tier character like Guile, Akuma, Urien etc who have -2 specials and can surprise you with an invincible.

He's not trash, he's just worse than most of the other characters. I think he's probably tied with the bottom 4 or so, but that group is much closer to the middle of the pack than it was a year or two ago. He's totally playable, but his design requires him to take lots of risks to get wins and risky characters will never be high tier tournament monsters.
